Description:

Natural Resource Technology was retained by a property owner to assist in the demolition and decommissioning of a seven acre property consisting of 17 buildings. An asbestos, lead-based paint and regulated materials assessment (including unidentified drums, stored oils, paints, etc.) was conducted, and the site was remediated of these items prior to demolition. Upon completion of the remedial activities, Natural Resource Technology prepared bid documents (including a list of owner-approved recycling and disposal facilities) and assisted the owner with retaining a contractor to demolish 16 of the buildings. An overriding objective specified in the bid documents was to promote recycling.

Approximately 14,000 tons of concrete were recycled for an estimated cost savings of $322,000. An additional $8,000 was recovered in recycled scrap metal. Fill material found beneath on-site structures was reused as structural fill in proposed parking areas. Natural Resource Technology also assisted the owner in obtaining approval from the Wisconsin Department of Natural Resources (WDNR) in the redevelopment of this historic fill site.

Challenges associated with the demolition included the discovery of previously unknown soil contamination, previously undiscovered substructures, buried wastes and leaking underground storage tanks. A portion of this unanticipated remedial work was conducted in a manner that enabled the owner to be reimbursed for petroleum-related investigation and remediation costs under Wisconsin’s Petroleum Environmental Cleanup Fund Act (PECFA).
